How can i turn on my phone by using vol+/-
why miui cant do it？

Yah... I do agree...
And if use some 3rd party apps.. it will add as an another running background w/c means addtl RAM + I like most all the original MIUI lock.. we don't want 3rd party lock apps

It is possible
go to settings then system then scroll down and find the menu Button and there at the bottom you will find "volume rocker wake", just turn it on and there you go
