wallpaper off location
I know on other devices when you move the screen the wall paper moves with it. I cant even get it center

Sorry what can't you get? Does your pictures stays not in the center?

Are you using a really old build?
or, are you cropping it off center?
or, try going into launcher settings and set "Wallpaper Scroll Types" to "By Theme"hTC Inspire 4G

How to logcat:
Probably the easiest way to provide a logcat is with aLogcat.
Open aLogcat after whatever incident you would like to report,
Hit Menu > Save
Files save to /sdcard/alogcat/
